Born in England in 1854, James Withycombe immigrated to Oregon with his parents in 1871, settling on a farm near Hillsboro. Agriculture would become his passion, and he became a prosperous livestock breeder and established a reputation as a successful scientific farmer.
After he served as president of the North Pacific Wool Growers and Northwest Sheep Breeders Associations, he was recognized by the Oregon Republican Party, who urged him to run for governor. He served one full term starting in 1915, but died of a heart condition two months into his second term.
