The USS West Virginia, a Pennsylvania class armored cruiser, was commissioned in 1905 and initially served as part of the Atlantic fleet before joining the Pacific fleet in 1908. We're estimating the date of this view of her in the Portland harbor as 1911, as it shows her newly created cage mast, added in late 1910.
At that time, cage masts were being added to many USS ships, in order to make the observation posts mounted on the masts less vulnerable to shells from enemy ships. As a side effect, their flexibility provided a wild ride for sailors manning their heights.
