By 1897, the pulp and paper mill at Willamette Falls was booming, as can be seen in the background of this photo of the steamer Ruth in the locks. The falls themselves can be seen in the background. The sternwheeler Ruth operated from 1895 to 1917, and was considered one of the fastest boats on the upper Willamette.
In addition to the Willamette, Ruth also worked on the Yamhill River, up to Dayton.
