This young woman is wearing an elaborate (though not particularly authentic) costume, and appears to be in a wig and in redface.

Since this image was captured by George Davies, known for his portraits of performers in the Portland area, and since the costume is elaborate, we can assume the unidentified woman was an actress or music hall performer. At that time, the wearing of blackface or redface was common for stage performers.
