Shortly after the Arch Bridge was completed, the Willamette River experienced one of its periodic floods. Here we see high water flowing through (over) the locks on the West Linn side of Willamette Falls. Life went on, though perhaps not normally.
Detail view 1 shows some men crossing one of the set of lock gates, on planks supported above the water. Detail view 2 shows the water half-way up the first floor of the adjoining buildings.
