This photo looking upstream from below the Falls was probably taken from the Oregon City suspension bridge, completed in 1888. While the locks can be seen on the west bank, there are few or no mill buildings yet, meaning this image is likely from that same year. Detail view 2 reveals a sternwheeler stopped at the 4th street docks on the Oregon City side.
