A group of tourists have crowded into an early excursion vehicle for a trip up the new Columbia River Highway in 1917. We can date the photo from the 1917 Oregon license plate. A small portion of highway railing can be seen in the right background. The western half of the highway, between Portland and Hood River, had just been opened the year before.
