In this wonderfully detailed John F. Ford photo, a group of concerned workers discuss their next move after a large log has broken loose and severely damaged the firewood tender for the Benson Logging & Lumber Company train. You can imagine them debating whose job it was to secure that log.
The original location for the back end of the tender was near the foot of the man on the left. It has been pushed forward and compressed the engineer's compartment into the boiler.
The logging company, owned by Simon Benson, worked on both sides of the lower Columbia, but mostly on the Oregon side. Thus we're ascribing a Columbia County location for this scene.
