Shoalwater Bay was an early name for what we now know as Willapa Bay in southwest Washington, separated from the Pacific by Long Beach Peninsula.
In this view staged by photographer Curtis, four dugout canoes have come to shore on the banks of the bay.
The occupants may well be members of the Shoalwater Bay tribe, who now consist of about 70 members living on a small reservation west of Tokeland, Washington.
