Established by 1895 by Ellery Capen and his family, their shoe factory at 7th Avenue and 12th Street was to be the first of many industrial sites in the new community of Willamette. That vision never came to pass, despite the planning of the Willamette Falls Electric Company, who provided electric power and an electric trolley to connect Willamette with the falls, and by extension, Oregon City.
Note the hand-painted sign, indicating the "Rock Island Road", leading to Pete's Mountain via the Lower Bridge.
