Philip Foster became Sam Barlow's business partner in 1846, and together they build the Mount Hood Toll Road, now known as the Barlow Road. Foster moved his family from Oregon City and settled along the toll road near Eagle Creek, where they had a store, cabins for rent, orchards, gardens, and pastures for grazing.
The Fosters received thousands of wagons and guests, as the first civilization many travelers had seen in months. Charging whatever they could, the Fosters did well for themselves. Philip Foster died in 1884 of a heart attack. His wife Mary-Charlotte, sister of Francis Pettygrove, died in 1880 of typhoid fever. Their farm is now a National Historic Site.
