On June 14, 1903, a flash flood destroyed much of Heppner's residential area, taking about 250 lives in the deadliest natural disaster in Oregon's history. This view, created by Heppner photographer Bert Sigsbee after some cleanup occurred, clearly shows the devastated areas on both sides of Willow Creek.
It was dry that year, the ground was hard, and the sudden cloudburst with accompanying hail, while initially eagerly anticipated, turned out to be a disaster. It took decades for Heppner to get back to its pre-flood population. In 1983, Willow Creek Dam was completed upstream from the city.
