This photo was taken shortly after the car bridge below Multnomah Falls was completed in 1914. The roadway itself was yet to be paved. When the full length of the highway between Troutdale and The Dalles was dedicated in 1922, it was hailed as an engineering marvel - the first paved highway in the northwest United States.
