These are likely founding members of the Mt. Hood Ski Patrol, as the organization was formally incorporated in March of 1938. The Cooper Spur Warming Shelter was a little older, built in 1933 by the Civilian Conservation Corps. Both still exist.
The woman in front is sitting in an early version of the patrol's rescue toboggan.
