Marcus "Mutt" Kelly was part of the Portland Motorcycle Club in 1928, before moving to Wisconsin where he was a competitive motorcycle racer. Detail view 1 reveals that he was part of a team in Portland sponsored by Apex Cycle Company.

The low-slung design indicates this bike was built for the track, which is where Mutt is posing. A sharp-eyed reader tells me this is a 1928 Indian Prince Overhead Valve, one of the rarest Indians ever made.
