We are estimating the date of this photo, as photographer Hazeltine worked in Baker City from 1888 to 1903. A power plant was built at the foot of the falls in 1902, and its foundation still exists. This building likely predates the power plant.
In the late 1800s a grinding stone from Scotland traveled here as ballast on board a ship and was put to use in the mill.
