As the man on the right shows off his catch, the rest of the men raise their glasses to toast the occasion, somewhere in the woods near Pendleton. Keeping the gathering calm is Marshal Leo Eggerth, third from the left, who is the only one identified on the original print.
While he may have retired from that position by the time this photo was taken, he was one of three original "city marshals" chosen in 1896 when Pendleton was incorporated. He served until 1898.
