The six-man crew pauses to have their photo taken in the midst of constructing another in a row of haystacks, somewhere in eastern Washington. It appears that on this day they have finished the stack behind them, as the top layer is darker, and thus likely fresher, than the bulk of the stack below it.
A careful look at detail views 2 and 3 reveals the different designs used in the two wagons. We can also see the canvas wraps placed on the horses - probably not to keep them warm, but to protect from all that itchy hay as it's added to the stack.
