The driver of this hand car is identified as John Keller of West Fork. West Fork was located in southern Oregon near Glendale, and had a large hotel used by the railroad. Velocipede is actually a generic term which includes any human-powered land vehicle with wheels - including bicycles. This hand car version was developed in the 1880s, and widely used by road masters and inspectors.
