This appears to be a special occasion, as a small band and a crowd have turned out to welcome the arrival (or departure) of a small steamboat at the docks in Newport.
The steamer is almost certainly the propeller-driven Newport, built in 1908, and converted to gasoline sometime later. She ran on Yaquina Bay until the 1920s. While we can't see it because of all the people, there is likely a passenger barge lashed to the side of the Newport. This mechanism was used to carry more passengers to the south shore of the bay, especially during the tourist season.
