This portrait of Governor Pennoyer was created by James G. Crawford about the time Pennoyer began his first term as governor in 1887. A Harvard educated lawyer, Pennoyer was born in Groton, New York in 1831.
Coming to Oregon in 1855, he taught school, worked as a lawyer, and was chosen superintendent of Multnomah County schools in 1860. In the 1860s he invested in the lumber industry, where he made his fortune.
He served two terms as Oregon's governor, from 1887 through 1895. After that he served as Mayor of Portland from 1896 through 1898. He died of heart disease in 1902.
