This detailed overview of Baker City was created by Martin M. Hazeltine, who maintained a studio there from 1885 until his death in 1903.
Like most Baker City views, it was taken from Old Reservoir Hill, one of the few high points available near town. See Related Photos below for another example.
The Elkhorn Mountains in the distance are unfortunately nowhere to be seen in this view. Distant objects often did not register well on period photographs.
However, many buildings can be clearly identified, both at the edge of town as seen in detail view 1, and in the downtown area in detail view 2.
