This rather chaotic view shows piles of lumber, wood pulp, cordwood and rocks as construction is completed for the new building in the left foreground.
By this time the natural beauty of the falls had been almost obliterated by the industry on both sides. In fact, the original title of this photo was "Falls of the Willamette, Whose Beauty has been Sacrificed to Industry".
The photographer was E. W. Kelley, who specialized in views of the Northwest, and was known most for his stereoviews of Yellowstone.
