As can be seen in Detail View 1, this is the "Charles L. Wheeler, Jr.", a 3,300 ton cargo ship, the first (and only) ocean steamer to go through the newly-opened Bonneville Locks in 1938. This view shows it traveling above the locks on its way to The Dalles.
The people of The Dalles celebrated its arrival, and hoped to see more large steamers, but it turned out freight was generally carried through the locks using barges, not large steamships.
