We're looking over a movable fishwheel, sometimes called a fish scow, towards the Cascade Locks under construction and the town of Cascade Locks behind them. We know this is after 1882, as fish scows were not used in the Columbia before that.
The challenge of moving steamboats up the Cascades is evident from this photo, hence the project to build the locks. Construction started in 1878, but they were not completed until 1896.
Long before their completion, railroads took over the job of moving much of the freight and many of the passengers up and down the river.
