In this view of The Dalles looking up Third Street at about Court Street, we can see the transition from business district to residential area. The men in the rowboat are obviously somber, observing the catastrophic damage to their town. A number of businesses never reopened after the 1894 flood.
On the uphill side of Third Street we can see the houses are not as badly damaged, but it appears many must have had water above the main floor. Third Street is about three blocks up a gentle slope from the Columbia River, so it's clear much of the town was hit worse than in this particular scene.
