Begun in 1913, and completed in 1922, the road is the oldest scenic highway in the United States. Constructed before the National Park Service began its program of building highways in the 1920s, the Columbia River Highway was a product of county-state-federal cooperation, spearheaded by Samuel Hill and Samuel Lancaster.
