Capt. O. C. Applegate was not a member of the Steel Excursion; he was leading his own party of thirty to the rim at the same time, and the two groups interacted. Never one to shy away from publicity, Joaquin Miller of the Steel group arranged to have Fred Kiser take his photo with Applegate as both groups visited the Klamath Agency, where Capt. Applegate was the superintendent. Miller and Applegate already knew each other, and while Miller was famous for his poetry, Applegate was known to compose a few verses himself.
